15.11.2019 குமுதம் ரிப்போர்ட்டரில் விவி குழுமம் மற்றும் அதன் உரிமையாளர் வைகுண்டராஜனை பற்றி உள்நோக்கத்துடன் உண்மைக்கு புறம்பான செய்திகளை வெளியிட்டுள்ளீர்கள். அதற்கு எங்களது ஆட்சேபணையை தெரிவித்துக் கொள்கிறோம்.
“இலுமணைட் தாதுதான் அணு ஆயுதங்கள் தயாரிக்கத் தேவைப்படும் முக்கிய மூலப்பொருளாகும். எனவே தனியார்களுக்குக் கிடைக்கும் இலுமணைட் தாதுக்களை அரசுக்குச் சொந்தமான இந்தியன் ரேர் எர்த் நிறுவனத்திடம் ஒப்படைத்துவிட வேண்டும் என்பது முன்பு இருந்த நடைமுறை. ஆனால் அதை யாரும் கண்டு கொள்ளாமல் வகைதொகையில்லாமல் கொள்ளையடித்து வந்தனர்”.
மேற்கூறிய வதந்திகளைப் பரப்பும் குமுதம் ரிப்போர்ட்டர் பத்திரிக்கை மீது, இந்திய அரசு கண்டிப்பாக நடவடிக்கை எடுக்கும் என நம்புகிறோம.; கடந்த வாரம் இந்திய அரசு அயோத்தி தீர்ப்பின் போது சமூக வலைதளங்களில் தவறான வதந்தி பரப்புபவர்கள் என சுமார் 37 பேர்களை கைது செய்தது. இந்திய அரசின் துணிவான நடவடிக்கையின் பயனாக அனைத்து சமூக வலைதளங்களும் இந்திய அரசுக்கு ஒத்துழைத்து, உலகின் மிகப்பெரிய குடியரசு நாடான இந்தியா உச்ச நீதிமன்றத்தின் அயோத்தி சம்பந்தப்பட்ட தீர்ப்பை, எந்த விதமான மதக்கலவரங்களும் இல்லாமல் மிக திறமையான முறையில் கையாண்டது.
இலுமணைட் என்பது என்ன?
TiO2 FeO Fe2O3 TiO2 FeO Fe2O3 – இதுவே இலுமணைட் தாதுவின் வேதியியல் மூலக்கூறாகும். இதில் Ti என்பது டைட்டானியத்தைக் குறிக்கும் வேதியியல் குறியீடு ஆகும். Fe என்பது இரும்பைக் குறிக்கும் வேதியியல் குறியீடு ஆகும்.
இப்படி இலுமணைட் என்பது டைட்டானியமும், இரும்பும் சேர்ந்த கலவையாகும் இலுமனைட்டில் TiO2 – 45 to 55% தோராயமான விகிதாச்சரமும் FeOFe2O3 – 40 to 45% FeOFe2O3 – 40 to 45% தோராயமான விகிதாச்சாரமும் கலந்து உள்ளது. இப்படி இந்த டைட்டானியத்தில் இருந்து இரும்பை பிரிக்கும் முறை தான் வி.வி.டைட்டானியம் பிக்மென்ட்ஸ் ஆலையில் நடைபெற்று வருகிறது.
டைட்டானியம் என்பது இரும்பின் மாற்று தாதுவேயன்றி, அணு உற்பத்திக்கு எவ்விதத்திலும் பயன்படும் தாது ஆகாது. குறைந்த எடையில் நிறைய சக்தி – இதுவே டைட்டானியத்தின முக்கியத்துவம். மற்றும், இரும்பைப்போல் துருப்பிடிக்காது. மேலும் இலுமணைட் கறுப்பான நிறத்தில் இருந்தாலும், டைட்டானியமாக உருப்பெறும் பொழுது வெள்ளை நிறமாக மாறிவிடுகிறது. இக்குணத்தினால் டைட்டானியத்தை பேப்பர், பெயிண்ட், ரப்பர் போன்ற பொருள்கள் தயாரிப்பதற்கு, வெள்ளை பிக்மெண்டாக உபயோகப்படுத்துகிறார்கள்.
மேலும் முன்பு இருந்த நடைமுறைப் பற்றி பேசும் குமுதம் ரிப்போர்ட்டர், அதற்குப்பின் பின்பற்ற வேண்டிய நடைமுறை பற்றி குமுதம் ரிப்போர்ட்டர் பேச மறுப்பது, அதன் அறியாமையா? அல்லது அறியாதது மாதிரி நடிக்கும் அறிவு ஜீவியா?
கவர்மெண்ட் கம்பெனி காளைமாடு மாதிரி. குமுதம் ரிப்போர்ட்டருக்கு பால் கறக்க முடியாது. அதே வேளையில் தனியார் கம்பெனி பசுமாடு மாதிரி. நன்றாக பால் கறக்க முடியும்.
1998 மினரல் பாலிசி மூலமும், பின்பு அதைப்பின்பற்றி வந்த DAE அறிக்கை S.O. 61(E) S.O. 61(E) மூலமும், இலுமணைட் உற்பத்தியும், ஏற்றுமதியும் தனியாருக்கும் வழி வகுக்கப்பட்டது.
இப்படிப்பட்ட நிலையில், இலுமணைட் என்பது வெறும் வியாபார நோக்கில் பயன்படும் ஒரு தாதுவேயன்றி, அணு உற்பத்திக்கு எந்த வகையில் துணை போவது இல்லை.
இப்படி, தேவைப்பட்டால் குதிரையை, கழுதையாக்க சித்தரிக்க திராணியுள்ள ஜனரஞ்சக வெகு பத்திரிக்கை, தவறான கருத்துக்களை மக்கள் மத்தியில் பரப்புவதை நிறுத்தி மறுப்பு வெளியிடவேண்டும். பழுத்த மரத்தில் தான் கல்லடிபடும். இதன்படி குமுதம் ரிப்போர்ட்டர் டீம் கல்லெறிந்து பார்க்கிறது. மேற்கொண்ட காரணங்களினால், குமுதம் ரிப்போர்ட்டர் பரப்பும் வதந்திகளை கண்டிப்பாக மறுக்கிறோம்.
மேலும் எங்களின் இந்த மறுப்பினை தவறாமல் உங்கள் பத்திரிக்கையில் பிரசுரிக்குமாறு தெரிவித்துக் கொள்கிறோம்.

தனியார் தாது மணல் நிறுவனங்கள் மீது அன்னிய கைக்கூலிகளிடம் பணம் வாங்கி கொண்டு பொய் பிரச்சாரம் செய்யும் சில அயோக்கியர்கள் முன் வைக்கும் ஒரு வாதம் கதிர்வீச்சினால் பொது மக்கள் பாதிக்கப்படுகிறார்கள் என்பது. ஆனால் கதிர்வீச்சு அதிகம் உள்ள மணவாளக்குறிச்சியில் இந்திய அரசு நிறுவனம் 1965 முதலே சுரங்க பணி செய்து வருகிறது. முக்கியமான விசயம் தாதுமணல் சுரங்க பணி செய்வதால் கதிர்வீச்சு மிக மிக குறையும் என்பதை அரசு நிறுவனத்தின் சார்பில் தினமணியில் வெளியிடப் பட்ட தொழில் மலர் செய்தியில் ஒப்புக் கொண்டுள்ளார்கள். இதோ அந்த செய்தியும் இணைப்பும்.

அன்னியச் செலாவணியை ஈட்டித் தரும் மணவாளக்குறிச்சி அரிய மணல் ஆலை
கன்னியாகுமரி மாவட்டம் மணவாளக்குறிச்சியில் உள்ள ஐ.ஆர்.இ.எல். (இந்தியா) நிறுவனம், மத்திய அரசின் அணுசக்தி துறையின் கீழ் இயங்கும் பொதுத்துறை நிறுவனமாகும். இது 1965 முதல் இங்கு இயங்கி வருகிறது.
கன்னியாகுமரி மாவட்டம் மணவாளக்குறிச்சியில் உள்ள ஐ.ஆர்.இ.எல். (இந்தியா) நிறுவனம், மத்திய அரசின் அணுசக்தி துறையின் கீழ் இயங்கும் பொதுத்துறை நிறுவனமாகும். இது 1965 முதல் இங்கு இயங்கி வருகிறது.
குமரி மாவட்டத்தில் கடற்கரைப் பகுதிகளில் அரியவகை கனிமங்களை உள்ளடக்கிய தாதுமணல் பெருமளவில் காணப்படுகிறது. இந்நிறுவனம் இந்த தாது மணலை சேகரித்து அதிலிருந்து அரியவகை கனிமங்களான மோனசைட், இல்மனைட், ரூட்டைல், சிர்கான், கார்னெட் ஆகியவற்றை பிரித்தெடுக்கிறது.
இங்கு தாதுமணல் சேகரிக்கும் பணியானது சுற்றுப்புறச் சூழலுக்கு எவ்வித பாதிப்பும் இன்றி நடைபெறுகிறது. மேலும் தாதுமணல் எடுக்கப்பட்ட பகுதிகளில் மரக்கன்றுகள் நட்டு வைத்து பராமரிக்கப்படுகின்றன.
இம்மாவட்ட கடற்பகுதியில் மோனசைட் என்ற கனிமம் இருப்பதால் இயற்கையாகவே கதிர்வீச்சு அதிகமாக உள்ளது.
மோனசைட் என்பது தோரியம், யுரேனியம் மற்றும் அரிய உலோகங்கள் அடங்கிய கனிமம்.
இப்பகுதியில் தாது மணலை எடுப்பதன் மூலமாக இயற்கையாக உள்ள கதிர் வீச்சானது 6 முதல் 10 மடங்குவரை குறைக்கப்படுகிறது.
இங்கு பிரித்தெடுக்கப்படும் அரியவகை கனிமங்கள், கணினி, செல்லிடப்பேசி, மின்னணு சாதனங்கள், விமான பாகங்கள், மருத்துவ சாதனங்கள், பெயின்ட், செராமிக்ஸ், டைல்ஸ், காகிதம், வாகன உதிரிபாகங்கள் மற்றும் பல்வேறு துறைகளில் மூலப்பொருள்களாக பயன்படுத்தப்பட்டு வருகின்றன.
குறிப்பாக எரிசக்தி துறையில் அரிய கனிமங்கள் இன்றியமையாத மூலப் பொருள்களாக உபயோகப்படுத்தப்படுகின்றன.
இதன்மூலம் நம்நாட்டின் பொருளாதார வளர்ச்சிக்கு அன்னிய செலாவணியை பெருமளவில் இந்நிறுவனம் ஈட்டித் தருகிறது.

ஆண்டுக்கு ஐந்து கோடி புதிய வேலை வாய்ப்புகளை உருவாக்கும் வகையில் உள்ளது சுரங்க தொழில். ஆனால் அரசின் தவறான கொள்கை முடிவுகளினால் கர்னாடகா, கோவாவில் மட்டும் 12.8 லட்சம் பேர் பணியிழந்து உள்ளார்கள். தமிழகத்திலும் தாது மணல் தொழிலில் சுமார் 50000 பேர் பணியிழந்துள்ளார்கள் என்பது குறிப்பிடத்தக்கது.

A whopping 12.8 lakh direct and indirect jobs were lost in the mining sector across Karnataka and Goa due to failure of regulatory mechanism, lack of oversight, judicial intervention and closure of mines, an industry official said on Wednesday.
Bengaluru: A whopping 12.8 lakh direct and indirect jobs were lost in the mining sector across Karnataka and Goa due to failure of regulatory mechanism, lack of oversight, judicial intervention and closure of mines, an industry official said on Wednesday.
“Though the mining sector is the third largest employment generator after agriculture and construction, closure of mines in Karnataka and Goa has resulted in the loss of 12,80,000 direct and indirect jobs since 2011-12 due to ineffective regulatory mechanism, lack of monitoring and oversight at the ground level, and the Supreme Court’s interventions,” Federation of Indian Minerals Industries (Fimi) President Sunil Duggal told IANS here.
For every one job the sector creates, 10 indirect jobs are generated with a force multiplier through linkages and supply chains from mining the rich minerals to their use in the end products.
“Closure of 166 iron ore mines in Karnataka’s Bellary, Chitradurga and Tumkur districts since 2011 led to 80,000 direct lay-offs, affecting 8 lakh people indirectly. Similarly, suspension of all mining activities across Goa since 2012 for similar reasons resulted in the loss of 1 lakh direct and 3 lakh indirect jobs,” lamented Duggal.
The decade-long multi-crore scams in Karnataka’s ‘Republic of Bellary’ from 2001-2011 forced the apex court to ban mining in the southern state, favouring auctioning of the mines rather than leasing and renewing the licences of the miners.
“The top court on July 29, 2011 and August 26, 2011 banned all activities in Karnataka’s three mineral-rich districts due to encroachment and dumping beyond the lease areas, in which 166 firms were mining,” recalled Duggal.
Similarly, the apex court suspended all mining operations in Goa on October 5, 2012, as renewals were pending over the years and concerns were growing over the increasing environmental pollution in the absence of protective measures.
“Though the Goa government in 2014 renewed leases with checks and balances to mine iron ore up to 20 million tonne per annum, the Supreme Court on February 7, 2018 cancelled the renewal orders of 88 mines, leading to their closure on March 16, 2018,” said Duggal.
As in other core sectors, one mining job provides work for its associated functionaries, including truck owners, drivers, cleaners, repair shops, petrol-diesel retail outlets, hotels, groceries and banks.
“The closure of iron ore mining in Goa has adversely impacted the coastal state’s economy, with a revenue loss of Rs 5,830 crore for the state as well as the Centre,” said Duggal, who is also the Chief Executive of New Delhi-based Vedanta Ltd for base metals.
The Karnataka government lost Rs 10,000 crore over the last 7-8 years in the form of licence fee, royalty, taxes and duties. State-run banks suffered an asset deterioration of up to Rs 50,000 crore.
“The closure of mines affected raw material (iron) supply to steel and sponge iron plants in Karnataka, and caused production loss in downstream industries such as automobiles, consumer durables, machine tools and engineering products, jeopardising 2 lakh direct jobs,” Duggal said.
The lack of monitoring and oversight at the ground level by the state governments led to irregularities and poor implementation of mining laws.
“The failure of regulatory mechanism led to judicial intervention by the Supreme Court in Karnataka, Goa and even Odisha, where excessive production of iron and manganese ore beyond the environment clearance and other statutory limits forced the top court to impose 109 per cent penalties on the mining firms on June 2, 2017,” added Duggal.
As many firms were unable to pay the penalty, they had to shut the mines. Their closure led to the loss of direct/indirect jobs running into thousands.

TIRUNELVELI: Tirunelveli-based beach mineral industry, V V Minerals, caught in troubled waters since 2016, retained its prestige of being the country’s highest exporter of processed minerals for the fiscal year 2015 – 2016 and 2016 – 2017.
Managing partner of V V Minerals, V Subramanian, received the honour from Union minister of Commerce and Industries, Piyush Goyal, at a formal function organised by the Chemicals and Allied Products Export Council (CAPEXIL) at the Vigyan Bhawan auditorium in New Delhi, on Wednesday.
Expressing delight about receiving the award, Subramanian said that this award would boost the morale of his workers on whose behalf, he said, he had received the award.
Referring to Goyal’s motivating speech at the function that he was ready to react positively to the demands of the chemical and allied industries to expand its footprints to reach the set one trillion export target, Subramanian hoped to see the effects of the minister’s words in reality.
V V Minerals set an record by exporting 4,71,773 metric tons of heavy minerals that included garnet, ilmenite, rutile and zircon for the year 2015-16 and 4,04,048 metric tons for the year 2016 – 2017. V V Minerals continued to retain its top exporter position among the chemical and allied industries numbering around 3,500 in the whole of India.
The Garnet India Private limited, a sister concern of V V Minerals, also was given a certificate of merit for its high export volume of processed minerals.

In order to achieve India’s vision of a USD 5 trillion economy and 8 per cent GDP growth, significantly higher contribution by mining sector in gross domestic product would be required, it said.
The Indian mining sector employed approximately 23 lakh people in 2011-12.Stressing that the mining industry is witnessing job losses, apex mineral body FIMI has sought the intervention of Prime Minister Narendra Modi for much-needed reforms that would accelerate growth in the sector which has the potential to create employment opportunities for about five crore people.
“Like any other industry today in India, mining sector is also passing through a phase of lost employment opportunities… (with) government support and much needed reforms, the mining sector has the potential to provide employment opportunities to about 50 lakh people directly and create overall employment opportunities for about 5 crore people in India,” the Federation of Indian Mineral Industries (FIMI) said in a letter to the Prime Minister dated September 5.
Asserting that in the past mining industry has emerged as the third largest employment generating sector, it said growth in the sector has always benefitted job creation in relatively backward states that have lower per capita income than the national average like Jharkhand, Rajasthan, Odisha, Chhattisgarh and Madhya Pradesh.
In order to achieve India’s vision of a USD 5 trillion economy and 8 per cent GDP growth, significantly higher contribution by mining sector in gross domestic product would be required, it said. But as of now, the contribution of mining sector in GDP is decreasing, FIMI said as it requested the Prime Minister’s intervention “for much needed fast-track reforms that could accelerate the growth in mining sector and create massive jobs in the country”.
The Indian mining sector employed approximately 23 lakh people in 2011-12. Since the ratio of direct to indirect employment in the mining sector is 1:10, it is estimated that around 2.30 crore people gained employment through mining sector in the year 2011-12. This also included employment generated in secondary and ancillary sectors, it said.

Takes exception to Centre’s stand to allow only PSUs in this area, says private sector has been contributing Rs 5,000 crore a year to current revenue since this area was opened to it.
Taking exception to the Government of India’s stand to allow only public sector entities to mine beach sand minerals, Federation of Indian Mineral Industries (Fimi) has pitched for a level playing field for private sector miners.
As per a notification by the Union mines ministry dated February 20 2019, only government-owned companies are permitted to mine beach sand minerals (BSM). Fimi feels the government order undermines the role of private sector in BSM mining.
“Private sector has been playing active role in mining BSM and contributing Rs 5,000 crore a year to the current revenue since this sector was opened to it. Further, this sector has been exporting BSM to the tune of Rs 4,000 crore annually”, Fimi said in its submission to planning think-tank Niti Aayog.
“It happens only in India that instead of improving our regulatory regime, we blame only private industry which in this case resulted in job loss to lakhs of workers engaged directly and indirectly. Closing of an industry is not the solution”, it added.
Closure of BSM mines for private sector miners is already having an adverse impact on downstream units and they will now have to fall back on imports.
India is endowed with ample deposits of BSM. The BSM deposits can be replenished by natural phenomena due to specific gravity of the mineral grains.
Fimi has demanded that private sector be continued to mine BSM by rescinding the earlier notification of the Mines ministry.
